KORR Consortium is a diverse and multi-sectoral consortium of thirteen public, and private organizations with the objective of leveraging their resources and expertise for reducing the morbidity and mortality of substance use disorder (SUD), including opioid use disorder (OUD) in Knox County, Ohio. The consortium will utilize a collaborative approach that is comprehensive and multi-pronged to target high risk individuals with SUD/OUD as well as community at large. The following consortium member organizations are committed to carry out the roles and responsibilities associated with their designated project activities:
Mental Health & Recovery Board of Licking & Knox Counties will serve as the applicant organization and will be responsible for the planning, program management, financial management and decision making for the project for the life of the grant. The Board has considerable experience managing grants, establishing contracts, collecting and reporting data, and working effectively as a community planner with other key partners as the local authority for community based mental health and addiction services for the project’s service area.
Alcohol and Drug Freedom Center of Knox County, an NHSC-approved site and not-for-profit community behavioral health center that has been providing school-based prevention education, mental health and addiction treatment services to the residents of Knox County, Ohio for over 42 years. The Freedom Center drawing on its experience with the existing SUD jail liaison and community-based MAT program will implement MAT services in Knox County Jail. The organization will also provide school-based
prevention education for pre-school and elementary school students, participate in DATA 2000 Waiver workforce project, serve as a service site for infectious disease education and screening, overdose education and naloxone distribution, provide SUD discharge and linkage services for inpatient clients, and participate in Adult Community Collaborative.
Behavioral Healthcare Partners of Central Ohio (BHP), a not-for-profit community behavioral health center that provides comprehensive mental health and dual disorder services in Knox County. BHP will provide the target population with mental health and medication services, implement and deliver screening, brief intervention and referral to treatment (SBIRT), serve as a naloxone distribution site, and participate in Adult Community Collaborative for inter-agency care coordination.
Community Roots, not-for-profit community organization in Knox County, Ohio will offer community service opportunities, job skills training, internship and job placement for individuals with SUD/OUD and criminal history through horticultural therapy. The organization has the community partnerships and expertise to offer community-based recovery support and job training activities. The program staff is trained in Trauma Informed Practices and the program activities are grounded in Trauma Informed
curricula.
Knox County Common Pleas Court, operating a drug court (ARMOR) will support the KORR activities by identifying and referring felons with SUD/OUD to the prevention, treatment and recovery support programs; integrating behavioral health and peer support providers in the drug court team; participating in trainings for law enforcement; and supporting co-location of SUD/OUD services at the felony court sites.
Knox County Health Department, the local public health authority will implement naloxone distribution, a year-around prescription drug take-back program, and SUD/OUD infectious disease screening and health education. Knox Public Health is the parent organization for Federally Qualified Health Center, Knox Substance Abuse Action Team (KSAAT) and Knox Health Planning Partnership (KHPP).
Knox County Community Health Center, a federally qualified health center with two service locations in Knox County will provide the target population with screening, brief intervention and referral to treatment, and preventative dental services to inmates of Knox County Jail at pre or post release. The organization has expertise and resources to integrate dental and physical health services in to behavioral health care.
Knox County Sheriff’s Office, the local law enforcement authority for Knox County will partner to implement screening for SUD/OUD, MAT and preventative dental services for the target population in Knox County Jail. Knox County Jail currently implements SUD/OUD programs under a state funded criminal justice grant and has co-located SUD and mental health professionals providing engagement and linkage services in the jail.
Mount Vernon Municipal Court operates a drug court (MERIT) in Mount Vernon. The court is a recipient of Justice Reinvestment and Incentive Grant and has been successfully partnering with the local providers and social service organizations to serve the target population. The court will support KORR activities by identifying and referring offenders with SUD/OUD to the programs; integrating behavioral health and peer support providers in the drug court team; providing urine drug analysis; participating in the law enforcement trainings; and supporting co-location of SUD/OUD services onsite.
Pathways of Central Ohio, a private, non-profit organization serving eight counties in Ohio including Knox County operate a 2-1-1 Crisis Hotline and Information Center including an online resource directory. The organization will create a specialized resource directory for opioid use disorder services and implement an SUD recovery support hotline for Knox County. Pathways of Central Ohio has the expertise and infrastructure for operating referral, information and crisis hotline, and developing paper and online
directories.
Riverside Recovery Services, a private and for-profit community behavioral health center that provides the target population with substance use treatment services including IOP, PHP and sober housing services. Riverside Recover Services has the expertise and experience to serve individuals with SUD/OUD and currently collaborates with the drug courts in Knox County. The organization will be one of the community sites for health promotion and infectious disease screening, and naloxone distribution. The
organization will participate in the SUD discharge and linkage activity.
The Main Place, a peer run (consumer-operated service center) organization will seek certification as an SUD provider type in Ohio, hire SUD peer support staff and implement community-based SUD peer support service in Knox County. The organization will also serve as a service site for health promotion and infectious disease screenings and naloxone distribution.
TouchPointe Marriage & Family Resources, a faith-based non-profit social service organization will offer recovery support, social services and job readiness program at community-based settings including criminal justice settings in Knox County. The organization is well integrated within the local criminal justice system, and strives to serve the community through development of healthy family relationships in a faith-based environment through individual, couple and employment related coaching.
